Edgar Hoover wrote in a 1956 memo -- one of the many FBI memos, letters and other records that the paper obtained. (A Post-Dispatch editorial once likened the FBI to Russia's secret police and suggested that Hoover was using the agency to push himself into the public spotlight.)
