Most small town daily or weekly newspapers with a circulation in the 10-20,000 range have at least one reporter who also does copy-editing, page layout and design. They do that because they can't afford to hire enough copy editors and page designers and reporters.

And it will probably be easier to get a job at a small newspaper now because they can't cut below a certain number of staff and still produce a newspaper, so there are typically small newspapers that are hiring now while the larger newspapers are still laying off. Small newspapers don't pay much, but any salary is better than none in this recession. And as long as this person is still in their 20s or early 30s they stand a chance of being able to get a job with a larger newspaper at some point when the economy improves.
