But whether Dixon is participating in task force discussions or helping others do so makes little difference, according to Kelly McBride, a veteran reporter and ethics group leader with the Poynter Institute, a journalism training institute in Florida.

"It still creates the perception of a bias or an agenda," McBride said. "For the guy in the audience, it's really hard for him to discern whether this guy is working for the school district or as a journalist."
