It's a trend that's been percolating for years. Steve Rosenbaum of BNN has been doing it and Michael Rosenbaum (who invented the one-man band format at NY1) was hired to teach VOA. One of the best proponents is freelance Photog. Dirck Halstead in www.digitaljournalist.org.

it's been 12 years since i was a correspondent for voice of america, but i understand they are doing something like npr because of a new voa commitment to television as well as radio. that is, voa correspondents are being asked to, or will soon be asked to, carry mini cams to do video and even standups for the voa tv service. i don't know full details on this, but it might be worth checking. from a personal view, from 28 years in the field, i don't think it will work well -- one person can not be all things to all people, either the reporting, the writing, the production, the photography, or all, will suffer and the listener/viewer/reader will end up poorly served.
