No, the question about "digital" areas was related to the house of every person. You have to say if in your house you do have a computer and if you do have Internet access in your house. So the final results will be "the real thing" as I put on the note. There wasn't a question about if you use Internet at all.

But what about the public cabinas?

I wonder if the census included asking people if they "used" the internet, i.e. from public "cabinas" which are everywhere in Peru and loaded with folks. However, the actual number of people with their own computers is very low. I they didn't include this question then I would dismiss the results.
