as a former bbc news online employee, i can tell you exactly what this means: They want to charge or have ads on screens seen by non-UK visitors who don't pay a license fee. One of my old bosses, a savvy guy indeed, is on the project. Just how they'll make it work, I don't know. But they do deserve to get some payment for their coverage.
