Does it mean that the $28 million figure is wrong? Actually, it is not: Dow Jones has spent that much money till now: It spent close to $14 million in last quarter, according to the SEC documents. And if they are lying in SEC documents, they're in big trouble.
And the money is not just for WSJ.com site, but also for all Dow Jones properties including Factiva. WSJ.com wanted to go into multimedia in a big way, but I think they have pared down their ambitions since then.
Of course, it still shouldn't cost that much. Some design agencies are happily smirking for sure.
