The very first web pages were created by Tim Berners-Lee and several other people at CERN in Switzerland, and some are also still online. What's probably the first web "directory" is actually still online, though largely unfunctional, at:
http://www.w3.org/History/19921103-hypertext/hypertext/DataSources/bySubject/Overview.html
