ST. CLOUD, MINN. — Stirred by complaints that some Catholic bishops had failed to take responsibility for sexual abuse by their priests, the 10 bishops who oversee Minnesota and the Dakotas pledged in June to take extra steps to ensure their own accountability.


By Dec. 1, the bishops said then, they would appoint an independent 10-person Provincial Advisory Committee to monitor the sex-abuse policies for the 10 dioceses that make up the Province of St. Paul and Minneapolis. And they would hire outside “auditors” to verify enforcement.


Neither has happened.


In fact, without public announcement, the bishops altered and delayed their plans during meetings they held in Washington, D.C., during a national bishops conference last month and in St. Paul last week.
