Unprecedented worker shortages and supply chain disruptions complicate the COVID-19 economic recovery. Some industries that rely heavily on immigrant labor, such as restaurants, dairy farmers, meatpackers and health care, can’t hire enough workers to keep up with demand and wind up raising prices.
